Bending the pillar rods on first floor

 Topic: Bending the pillar rods on first floor
In our construction of the house the contractor have not put the horizontal beam across the pillars. And beam is separate and column is separate. So is there any problem with it?
And secondly on the first floor the rods of the column are 20 cm ahead of the edeges where the wall will come. So they call outside litl inside of the rooms which waste the space. So can we bend the iron rods and place them in the walls? The main thing is will it have the same strength as what it ought to be if we hadn't bent them?
Please suggest.

       You can tilt the rod/ iron bar as per requirement and fill the cement concrete properly on the tilt portion.
