Choosing the right type foundation and structure for house

 Topic: Choosing the right type foundation and structure for house
I am planning to build a two storey house of 2000sqft, 1000+1000, in a rice field area being developed into residential area. The two storey houses around my plot are built upon rubble foundation upto 2.5m deep from ground level. ie. Rubble foundation + Concrete belt + Wall + Lintel + Wall + Concrete roof.
After going through the advices here, I think, I don't need to go for pillar foundation as the rubble foundation works up to 3m. But, any advantage if  I go for curtain wall structure ie. Beams between Belt and Lintel at all corners of all rooms so as the walls don't bear any load. Does it provide additional safety in case of earthquake? I want to provide earthquake resistance to my house within budget. So, please advice.
