Using additional horizontal RCC band below window level and earthquake resistance

 Topic: Using additional horizontal RCC band below window level and earthquake resistance
Whether using one additional RCC belt just below window level ie. in between foundation rcc belt and lintel belt, leaving gap only at door spaces improve earthquake resistance of the building? 

1) Rubble foundation
2) RCC belt
3) Brick wall up to window base level
4) RCC belt ( This is what I'm referring as additional reinforcement)
5) Brick wall
6) RCC Lintel 
7) Brick wall
8) RCC flat roof.

IS there any real benefit of using such an additional RCC band in the event of eathquake?

        Only three rcc band one at plinth level. door level and roof level is required.
