height of living area over the court yard

 Topic: height of living area over the court yard
What should be minimum height of the living space over the outside courtyard or open area, so as rain water or dust sand etc does not enter the rooms.

         The height of living area is 10 feet minimum in case of multistory building and 11feet for  single or double story building.
