It is always better to ask the contractor to detail out the components in his quotation. For example, you can ask him to provide cost of foundation, cost of stilt floor, ground floor and other floors separately. Also, it would be very helpful to define what work would be performed on each floor. Contractors do not follow a standard mechanism so once they list out  the work items then you would understand the breakup better. There is a cost estimator tool that lists some of the work items that should be performed in a single story construction.

Once he gives you a rate list, you can post here all the work that he is offering and some one from the forum group would be able to review whether he has intentionally left out some thing or is double charging some thing or not.
