why we are providing main rod up and distributed rod down in cantilever slab?

Rods are meant for take tensile stresses ; In a Cantilever structural member, the tensile stress generated in the top portion of section. Reason why the main bars provided in the Top for Cantilever members.

      The answer given by Sh Ashok is correct as cement concrete is weak in tensile for this MS Steel bars is placed for tensile stress.

Dear sir,
thank for both of you for your valuable answer.  what is the best method to tiling the outside or exterior.  adhesive only or grout? we need to tile 8 floor height. if any good adhesive recommend me.
