Guideline for Labor laying stoneware or SW Pipes

my G+1 floor house is under construction the contractor has lay 6 inch under ground pvc pipe below the foundation beam by just digging trench and after laying he just filled with murum and bolder. Is is coorect ? because other place I saw they dig the trench put cement and churi pcc below and also over the pipe after that they filled the trench with murum. Weather it may create any pro blame i.
