SLAB LOADING

Sir,       In Portico of 6.00 x 3.00 span -12 cm thick slab - double layered reinforcement- for the purpose of providing ornamental elevation rcc pillar of 30 cm dia to a height of 10 m. It is proposed a have a RCC Pedestal of size 0.45x0.45m x6.00 over the slab  which is 0.45 from continous span over which the column is to be place. Is it safe sir.

CRACK IN CENTRE OF SLAB

Sir,   In a new shopping complex building-3x6 m c/c continous slab-4" slab thicknessis laid. But after white washing small hair line cracks were noticed along the centre of the slab. Conduits were laid along the centre but laid above reinforcement only. what is the reason for this sir.
