Can I build 2 nd floor on my house

Hi All,I bought a house which is already built.The house consists of 12 pillars and each pillar is of size 16 X 9".Each pillar contains four 16 mm rods and two 12mm rods.The super build up area is 1200 sqft (approximately) and the site size is 1740 sqft.I am planning to build FIRST and SECOND FLOORS now.Now my question is , does my ground pillars support the load which comes from the SECOND FLOOR?.
