Electrical fitting - Switches and sockets

Hello,We have bought a flat (being constructed). I have a question on what is the right timing for electrical fittings like switches/sockets/bulb holders etc. Should it be done before or after wall putty is applied?Currently all the walls are plastered and floor tiles are placed.TIA for your answers..
