rain water filled in foundation

Dear Gupta I have made excavation for foundation around 3 feet as per structural drawing. now rain water has been filled in all foundation around 6 inches and also it will not allow to start further work. what shood i do to minimize damage. also please let me know what should i do before starting work. .
