Damaged Terrace Slab

I have an apartment in a 35 year old residential building which consists of ground plus 2 floors. A few days back the ceiling plaster and parts of the slab fell down. The false ceiling broke the fall and no one was hurt. In places where the concrete has given way, exposed the steel rods which are corroded or rusted. The terrace was waterproofed around 4 years ago and there were no leaks or dam.
