Structure strength to build additional floor(G+4)

I hv a G+2 house in a 30X40 plot. It has total 13 pillars. In the ground floor, have used 4nos 16mm & 2 nos 14mm rod in all 9inch X 9inch pillar. In the middle pillar(2nos) which will bear the load of the water tank have used 4nos 16mm and nos 20mm rod.In the 1st and 2nd floor have used 6nos 14mm in all 11 pillars and in the middle pillar have used 16mm rod 6nos. Engineer have suggested it is ok t.
