Suggestion on foundation building

Dear Sir,I am considering buying land for house building. It is in Earthquake level 4 zone. Also, I see that the level of plot is around 5.5 feet below the level of road. I do not plan to construct any basement there. Please advise on following:- What kind of material should be used to fill the plot, in order to bring it up to level of road? Can soil (earth) be used there?- In case of soil, whethe.
