Height of ground floor & Cost

My plot size is 32.5x64 ft north facing. I am in Coimbatore, TamilNadu. I am planning to build a house with complete ground floor for Parking. First floor with 3BHK house. 1) What should be the height of the ground floor. 2) I also want to know whether the cost will be same as when we build gound floor + first floor house or somewhat less than that, as I don't build anything in the ground floo.
