Design of water tank on terrace?

Hello, The present building is Bungalow house consisting of ground plus 1 floor. Over and above the 1st floor on the terrace floor there are two existing water tanks, out of which from one water tank, water is leaking and hence seepage of water in interior walls. What will be best option whether to repair the same or go for buying a syntex water tank and keep the same above this water tank?.
