How to Apply Ceramic tiles on roof Terrace

In my newly constructed home, I am planning to flooring my roof terrace with ceramic tiles. Ceramic tiles are 1x1 foot size. Contracter wants to keep a gap of 5mm (Joint) between tiles. and he will fill it white cement. how is it in respect of waterproofing. Rain water can come down through joint between tiles.Or should we apply tiles without gap.Please guide me best way to apply tiles on roof..
