CAN UTILITY AREA BE KEPT AT SOUTH EAST CORNER?

A follow-up question: A house is being constructed on the 1st floor of a north-facing site. There is a set back of 4 ft on the east side. Is it okay to put a slab on this setback say 3ft wide setback & utlize the South-East corner of this slab as utility area. The remaining area of this slab would be a balcony space. As we are using the SE corner of East side setback, does it mean that South-East .
