NE has a bulwark and the bulwark is in neighbour's lot

Hi,

I have a north facing house in polygon shaped lot.
There is no NE to my lot. The shape of the lot is in FILE1 of the attachments.
As such NE does not exist to the site. North East of the my site is in Neighbours lot.( that is SW of the neighbour)
In north east, there is a bulwark( in neighbours') , Will this have any impact on me.
Even if I buy the NE portion from the neighbour and clear off the bulwark, NE boundary will have Bulwark again, as the whole area is one side of hillock.
Will it "Lack of NE and bulwark NE" issue will be resolved if I buy the NE portion and clear off bulwark.

Please give advice to fix the lot.
I appreciate a lot for you advice.
