Fe 500 for Steel for residential construction ?

I am planning to construct a 12000 Sq. ft residential project.The architect has desinged for Fe 415, however while trying to purchase people are not offering Fe 415 and instead they are proposing Fe 500 at the same rate of 415. My Conrtactor has brought Sand that he claims is of good quality, and however on sifting through i came across shells and immedieatly asked him if this is river sand or sea sand. However he confirms that this is river sand and he even shows me rounded pebbles that are in the sand.I am at a loss to explain how the shells could come, or is it possible that there are possible shells in the river sand.

Column casting along with retaining wall has been done using stone bricks as shu

Column casting along with retaining wall has been done using stone bricks as shuttering by my contractor (from footing t0 3 feet height). He removes the shuttering stone blocks after 4 hours saying that the column concrete has started to set, and it is ok to remove the blocks. He agrees that for further column casting he will use wooden shuttering.... Will this initial column casting method affe.
