most of the rods of the columns on the roof of the ground floor is chopped off by some miscreants.. nw i am plaaning to start construction what should be done?what would be the effective way to make it strong

Hello..! Wrighbed, Remove by chiselling, the concrete near col. rods and diagonally at least 1'6" long, after that join the rods of same diameter by welding up to 15" with new column rods...regards
