Respected Sir,
                        Natural ground having Black Cotton Soil up to 5'6" depth  then clayey soil. Tie beam is to placed above ground level. Since road level is 1"0" higher than NGL. 
                        Is SSM work is necessary to proviod  below plinth beam.
                        Excavated soil filled with moo rum and well compacted.

Column size : 15" * 9" .  
Beam size     : 15" * 9" .
