Spacing from outer edge of rubble foundation to concrete brick in compound wall

Topic: Spacing from outer edge of rubble foundation to concrete brick in compound wall

Usually the compound wall brick work is started leaving approx 2 inch space from the outer edge of rubble foundation, and people say its for the stability of compound wall. So, is it a must or can we construct compound wall  without leaving space after rubble foundation in order to get more space inside the compound?

Not must it is traditional design. at present many buildings construct without leaving space outside the boundry.
